Here are the tools I use to Code Sign and Notarize my application on Windows. I could not use the Omnis Deployment Tool because it damaged the output exe.
1. Download source for new SSL files
The source for files that have SSL support is here (Postgresql 15.x for Windows)
2. Order an OV Code Signing Certificate
I did decide to use Comodo (Sectigo) when ordering a certificate. Roughly $500. Start by ordering an Organization Validation (OV or EV) code signing certificate from Comodo/Sectigo and provide the necessary details about your organization. Note that if you have to order an USB key the first time. As the delivery of certificate will be "physical" on a USB Token since 2023. If you already have the "USB Token key", you can order a digital certificate.
3. Dowload Resource Tuner
There are seveal Resource editors out there. One that I have used before, is Resource Tuner that is rather simple to edit both .exe and .dll files which is needed for Omnis customization. Do not forget to start this application as administrator. Otherwise you cannot save the edited resources.
4. Download SafeNet
SafeNet is a software that is needed for installing the Code Signing OV Certificate on your PC.

5. Install Advanced Installer
This is not the cheapest tool, but I have used before so it was a lower treshold to continue
